Indonesia for the 2024 elections, focusing on the cadre formation of the Indonesian&#13;
Democratic Party of Struggle (PDIP). Ideally, legislative candidate recruitment&#13;
should be conducted democratically, transparently, and meritocratically to&#13;
produce qualified, high-integrity cadres capable of optimally carrying out their&#13;
public representation function. However, in practice, the legislative candidate&#13;
recruitment process in Indonesia still faces various problems, such as the&#13;
dominance of party elites, kinship politics, patronage, high-cost politics, and a&#13;
weak internal cadre formation system. These conditions have resulted in a decline&#13;
in the quality of democracy and a weakening of political parties' role as a means of&#13;
political education and national leadership recruitment.&#13;
This study employed a qualitative research method with a library research&#13;
approach. Data were obtained through a review of laws, books, scientific journals,&#13;
and other regulations related to political party recruitment systems, meritocracy,&#13;
good governance, and the concept of siyasah dusturiyyah, particularly the theory&#13;
of Ahl al-Hal wa al-'Aqd. The approach used includes normative and conceptual&#13;
juridical approaches to analyze the relationship between political party&#13;
recruitment mechanisms and the quality of cadres and internal party democracy.&#13;
The results show that political party recruitment in the 2024 Election still&#13;
tends to be elitist and pragmatic. Candidate selection is often influenced by&#13;
popularity, capital strength, and proximity to party elites rather than competence,&#13;
experience, and leadership capacity. The cadre development system is also not yet&#13;
optimal, resulting in parties prioritizing popular figures over cadres who have been&#13;
developed through a hierarchical process. Furthermore, elite dominance in&#13;
decision-making has led to minimal internal party democracy practices. This study&#13;
also found that the principles of meritocracy, good governance, and the values of&#13;
Ahl al-Halla wa al-Aqd (People of the Righteous and the Righteous) are crucial as&#13;
