      "abstract": "The Kampung Zakat Program is a productive zakat utilization initiative\r\naimed at improving the welfare of mustahik (eligible zakat beneficiaries) through\r\ncommunity-based economic empowerment. Blitar City was selected as the research\r\nlocation because it is one of the regions implementing the Kampung Zakat Program\r\nthrough an integrated collaboration among the Ministry of Religious Affairs,\r\nBAZNAS (National Amil Zakat Agency), the local government, and the\r\ncommunity to support the empowerment of mustahik. However, previous studies\r\non the Kampung Zakat Program have predominantly focused on zakat distribution\r\nand its economic impacts, while studies integrating program implementation,\r\nimplementation effectiveness, and its contribution to the empowerment of mustahik\r\nremain limited. Therefore, this study was conducted to provide a comprehensive\r\nunderstanding of the implementation of the Kampung Zakat Program in Blitar City,\r\nits implementation effectiveness, and its contribution to enhancing the\r\nempowerment and welfare of mustahik.\r\nThis study employed an empirical legal research method using a qualitative\r\napproach. The research was conducted in Tanggung Village, Kepanjenkidul\r\nDistrict, Blitar City, where the Kampung Zakat Program is implemented. Data were\r\ncollected through interviews, observations, and documentation, and were analyzed\r\nqualitatively through data reduction, data presentation, and conclusion drawing.\r\nThe validity of the data was ensured through cross-checking the findings obtained\r\nfrom interviews, observations, and documentation.\r\nThe findings reveal that the implementation of the Kampung Zakat Program\r\nhas been carried out through the stages of planning, distribution, productive\r\nutilization, mentoring, monitoring, and evaluation in accordance with the\r\nprovisions on productive zakat management as stipulated in the Regulation of the\r\nMinister of Religious Affairs Number 16 of 2025. Based on the legal effectiveness\r\nanalysis, the implementation of the program is considered effective, supported by\r\nlegal factors, law enforcement factors, facilities and infrastructure, community\r\nparticipation, and socio-cultural factors. Furthermore, the Kampung Zakat Program\r\ncontributes to community empowerment through facilitative, educational,\r\nrepresentative, and technical roles manifested in mentoring, training, and capacitybuilding\r\nactivities, thereby enabling mustahik to develop productive businesses,\r\nincrease their income, achieve greater self-reliance, and improve their overall\r\nwelfare.",
