      "abstract": "Listening teaching (istimā’) is one of the most important\r\nreceptive skills in second language acquisition. Nevertheless, previous\r\nstudies have revealed several problems in listening materials,\r\nincluding limited authenticity, excessive emphasis on linguistic\r\naspects without sufficient knowledge content, and inadequate\r\nintegration of cultural elements. These issues indicate the need for\r\nlistening materials that integrate language, knowledge,\r\ncommunication, cognition, and culture. One approach that offers such\r\nintegration is Content and Language Integrated Learning (CLIL).\r\nThis study aims to: (1) analyze the characteristics of listening\r\nmaterials in the Al Jazeera Learning Arabic Qatar program based on\r\ntheir structure and proficiency levels; (2) examine the implementation\r\nof Content and Language Integrated Learning principles in the\r\nlistening materials; and (3) formulate a CLIL-based framework for\r\nlistening instructional materials for non-native speakers of Arabic\r\nbased on the findings derived from the analysis of the Al Jazeera\r\nLearning Arabic program.\r\nThis research employs a qualitative approach using content\r\nand supporting features. Data were analyzed using the CLIL\r\nframework encompassing content, communication, cognition, and\r\nculture (4C), as well as the Common European Framework of\r\nReference for Languages (CEFR).\r\nThe findings reveal that: (1) The listening materials are\r\nsystematically organized according to CEFR proficiency levels and\r\nutilize authentic materials relevant to non-native Arabic learners; (2)\r\nCLIL principles are implemented through the integration of content,\r\ncommunication, cognition, and culture across all learning levels; and\r\n(3) The MIRQA formulation of CLIL-based, tiered, and progressive\r\nistimā' learning materials is the result of an analysis of the Al Jazeera\r\nLearning Arabic Qatar program. The MIRQA formulation places\r\ncontent, communication, cognition, and culture as the main\r\ncomponents, developing gradually according to language competency\r\nlevels. At the beginner level, the material focuses on concrete themes,\r\nbasic communication, cognition for understanding simple\r\ninformation, and cultural recognition. At the intermediate level, the\r\nmaterial progresses to broader social themes, more complex\r\ncommunication, the ability to connect and interpret information, and a\r\ndeeper understanding of culture. At the advanced level, the material\r\nfocuses on global and academic issues, critical and evaluative thinking\r\nskills, understanding implicit meanings, and cross-contextual cultural\r\nanalysis.\r\nThe implication of this research is the formulation of CLILbased,\r\ntiered, and progressive istimā' learning materials, named\r\nMIRQA. The MIRQA formulation is a conceptual framework that\r\nrefines the implementation of CLIL in Arabic language learning\r\nmaterials. The MIRQA formulation can be used as a conceptual basis\r\nand reference in developing istimā’ learning materials, curriculum,\r\nand Arabic language learning programs for non-Arabic speakers.",
