This situation prompted the Ali Maksum Islamic Boarding School to reform its waste management policy through a decentralized, independent waste management system based on the Islamic boarding school community. The issues addressed in this research include how waste management, based on Bantul Regency Regulation Number 9 of 2025, supports independent waste management at the Ali Maksum Islamic Boarding School and how the independent waste disposal process is based on the concept of decentralized waste management within the Islamic boarding school environment. The research method used in this study is a qualitative approach with field research combined with an empirical legal approach socio-legal research. Data were obtained through interviews with Krapyak Peduli Sampah (KPS) administrators, Islamic boarding school administrators, students, and other relevant parties. This was supported by documentation and literature studies related to waste management, policy decentralization, ecotheology, and Bantul Regency Regulation Number 9 of 2025. Qualitative data analysis was conducted through data reduction, data presentation, and conclusion drawing. These were then analyzed using decentralization theory, George Edward III's policy implementation theory, and the concept of Hifz al-Bi'ah from the perspective of Maqasid al-Syariah. The results of the study indicate that the waste management policy reform at Ali Maksum Islamic Boarding School through the Krapyak Peduli Sampah (KPS) unit has successfully created an independent waste management system aligned with Bantul Regency Regulation Number 9 of 2025. This system is realized through waste sorting into 36 categories about waste organic and anorganic, organic waste processing using biodigesters and Black Soldier Fly (BSF) maggot cultivation, and the development of a pesantren-based circular economy. The implementation of this policy reduced waste residue from approximately 2 tons per day to approximately 100 kilograms per day and eliminated dependence on external waste collection services. Furthermore, ecotheology-based waste management successfully built ecological awareness among students through the integration of religious values, Islamic boarding school culture, and collective participation within the Islamic boarding school community. Thus, the decentralized independent waste management system at the Ali Maksum Islamic Boarding School not only successfully addressed environmental issues but also became a model for participatory, independent, and sustainable religious community-based waste management.
