This research is motivated by the importance of the tourism sector as an instrument of regional development based on local potential and community empowerment.&#13;
This study is a field research employing an empirical juridical approach and a descriptive qualitative method. Primary data were obtained through observation, interviews with village officials, tourism managers, visitors, and local communities, as well as documentation conducted in Bawuran Village. Secondary data were collected from laws and regulations, books, scientific journals, and other relevant literature. Data analysis was carried out deductively through the stages of data reduction, data presentation, and conclusion drawing.&#13;
The results indicate that the implementation of regional government policies has been carried out through infrastructure development, enhancement of human resource capacity, digital tourism promotion, and institutional strengthening through Tourism Awareness Groups (Kelompok Sadar Wisata/Pokdarwis). These policies have contributed to increasing tourist visits and generating regional revenue, both directly through tourism-related levies and indirectly through multiplier effects on the local economy. From the perspective of siyasah dusturiyah, the development policy of the Puncak Sosok Tourism Attraction reflects the principles of public welfare (maslahah), justice (‘adl), trustworthiness (amanah), and participation (shura). Nevertheless, policy implementation still faces several challenges, including limited human resources, suboptimal management practices, and the need for continuous innovation.
