In the implementation of the Presidential and Vice-Presidential Elections, alleged violations and fraud frequently occur, whether committed by election organizers, election participants, or the public. Supervision and enforcement are therefore required, carried out by a special institution mandated by Law No. 7 of 2017 on General Elections, known as Bawaslu (the Election Supervisory Body). The Regency Election Supervisory Body plays a highly strategic role in ensuring that every stage of the Presidential and Vice-Presidential Election complies with applicable legal provisions, while safeguarding the integrity and validity of the election results. This study aims to analyze the role of Bawaslu in exercising its supervisory and enforcement functions with respect to alleged violations in the implementation of the 2024 presidential election in Kanegarah Village, Konang Subdistrict, Bangkalan. This research employs an empirical juridical method, examining the implementation of law within society with a focus on facts and actual behavior, using a statutory approach. Data were collected through observation and interviews with Bawaslu officials and members of the public. The results indicate that the Bangkalan Regency Election Supervisory Body undertaken various supervisory efforts, including attached supervision, functional supervision, and legislative supervision, as well as enforcement measures such as law enforcement, public outreach, monitoring of election-stage activities, mapping of violation vulnerability indices, handling of violations of ASN (State Civil Apparatus) neutrality, and coordination with stakeholders and other relevant parties. However, the effectiveness of supervision and enforcement still faces a number of obstacles, ranging from public oversight, law enforcement factors, facilities and infrastructure factors, community factors, and legal culture factors{--} such as the minimal level of public reporting due to sharp political polarization and weak political literacy, group fanaticism and excessive loyalty, an insufficient number of supervisors at the subdistrict and village levels relative to the extensive geographical area under supervision, overlapping election stages that make election supervision more burdensome, and limited authority to compel parties to appear in the handling of violations, such that enforcement cannot be carried out firmly.
