Envoy as a non-structural institution in the Indonesian government system based&#13;
on Presidential Regulation Number 137 of 2024. The existence of the Presidential&#13;
Special Envoy as an apparatus formed by the President to carry out certain tasks&#13;
outside the ministerial organization raises issues regarding the clarity of its&#13;
institutional position, functions, and limits of authority in the Indonesian state&#13;
system. This condition has the potential to cause overlapping tasks and authorities&#13;
with ministries and other state institutions, thus raising questions regarding its&#13;
compliance with the principles of limitation of power, the rule of law, and good&#13;
governance. This study seeks to answer the formulation of the problem, namely&#13;
how the Presidential Special Envoy stands as a non-structural institution in the&#13;
Indonesian government system, and how the analysis of the principle of taḥdīd assulṭah&#13;
relates to the position and clarity of the Presidential Special Envoy's&#13;
function in the Indonesian government system.&#13;
This research is a library research with a normative juridical approach.&#13;
Primary data sources were obtained from Presidential Regulation Number 137 of&#13;
2024 and related laws and regulations, while secondary data came from books,&#13;
scientific journals, articles, and relevant legal literature. This study uses the theory&#13;
of state institutions and the principle of taḥdīd as-sulṭah as analytical tools in&#13;
examining the position and function of the Presidential Special Envoy.&#13;
Based on a systematic research framework, the study’s results include two&#13;
conclusions as findings in the development of constitutional law scholarship. The&#13;
first finding indicates that the poition of the President’s Special Envoy is an office&#13;
established based on the President’s constitutional authority to carry out&#13;
governmental functions; thus, it formally has a legitimate basis for its&#13;
establishment. However, its regulatory framework still raises issues regarding the&#13;
clarity of its institutional status, the limits of its authority, its functions, and its&#13;
accountability mechanisms, thereby potentially leading to overlapping authority&#13;
with ministries or other state institutions. The second finding indicates that, based&#13;
on the principle of taḥdīd as-sulṭah, the establishment and administration of the&#13;
office of the President’s Special Envoy must be grounded in the principles of the&#13;
limitation of power, clarity in the division of authority, trust, justice, the public&#13;
interest, and accountability. Therefore, regulations concerning the Presidential&#13;
Special Envoy require a clearer formulation of functions, authorities, and&#13;
accountability mechanisms to align with the principles of the rule of law, good&#13;
