Yayasan Pondok Inspirasi Yogyakarta (Pondasi) addresses this issue through a housing scholarship integrated with human resource development based on a living-learning community. This condition underlies the need for a strategic study of the SDI development pattern as a concrete response to the problem of unequal access to higher education. Accordingly, this study was conducted using a descriptive qualitative methodology through in-depth interviews, participatory observation, and documentation studies, in order to identify, describe, and analyze Pondasi?s SDI development strategy using Fred R. David?s strategic management framework, which encompasses strategy formulation, implementation, and evaluation. The results show that at the formulation stage, Pondasi formulated its vision and mission based on four core values and participatorily mapped its opportunities, threats, strengths, and weaknesses. At the implementation stage, the strategy was translated into selection policies, mandatory dormitory residency, and resource allocation across three cities, supported by coaching and mentoring. At the evaluation stage, Pondasi conducted annual reviews of internal-external factors and measured multidimensional performance without adopting an return on investment (ROI) based approach. This study affirms the relevance of David?s framework for non-profit organizations grounded in social-religious values, while also highlighting the need to adapt performance evaluation indicators.} }
