Their working conditions therefore need to be examined not only in terms of employment availability, but also through the fulfillment of workers’ rights, social protection, participation, and their relationship to social welfare. This study aims to analyze the implementation of the four pillars of International Labour Organization (ILO) Decent Work, namely employment creation, rights at work, social protection, and social dialogue, and to examine workers’ social welfare in relation to the implementation of these four pillars using Amartya Sen’s Capability Approach. This study employed a qualitative approach using a descriptive case study of electrical technical service workers who are members of the Yogyakarta Electrical Workers Union (SPLY). Data were collected through semi-structured interviews, observation, and documentation involving four worker informants and one supporting informant from the SERBUK Federation. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña. The findings show that the four pillars of Decent Work have been implemented with varying degrees of fulfillment. Workers have access to employment, basic rights, social protection, and channels for dialogue through the workers’ union, but limitations remain in income adequacy, employment stability and career development, and organizational participation.
