Kosicki %P 219 %T FRAMING PEMBERITAAN DUGAAN PENYALAHGUNAAN KUOTA HAJI PADA MEDIA KOMPAS.COM DAN REPUBLIKA.CO.ID PERIODE 2024 – 2026 %U https://digilib.uin-suka.ac.id/id/eprint/78054/ %X The issuance of the Decree of the Minister of Religious Affairs (KMA) Number 130 of 2024 concerning the allocation of additional Hajj quotas triggered legal and public controversies regarding alleged abuse of authority and potential state losses investigated by the Special Committee for the Right of Inquiry of the House of Representatives (Pansus Hak Angket DPR RI) and the Corruption Eradication Commission (KPK). This politico-legal event was captured by the digital press and constructed into public discourse. This study aims to analyze the news framing of alleged Hajj quota abuse on the online news portals Kompas.com and Republika.co.id, as well as to uncover indications of editorial orientation manifested in the text through four discourse structural dimensions (syntax, script, thematic, and rhetorical). This study employs a constructivist paradigm with a descriptive-comparative qualitative approach based on Zhongdang Pan and Gerald M. Kosicki’s framing analysis model. The subjects of the research consist of the news media Kompas.com and Republika.co.id, while the object of study is the framing discourse surrounding the alleged abuse of Hajj quotas. Sampling was conducted using a purposive sampling technique based on event matching, which yielded a final corpus of 10 complete news articles tied into 5 key event pairs. Data trustworthiness was established through the construction of an audit trail, coding consistency checks, peer debriefing, and negative case analysis. The findings demonstrate that both Kompas.com and Republika.co.id primarily frame the alleged Hajj quota abuse as an issue of law, governance, and public accountability, relying heavily on official sources (KPK and the DPR Special Committee) and placing investigative developments at the core of their coverage. The framing differences between the two outlets are gradual rather than forming an absolute dichotomy. Kompas.com tends to more directly emphasize alleged violations, state financial losses, and law enforcement actions. Conversely, Republika.co.id tends to be more contextual, clarifying, and legally cautious by providing proportional space for clarifications and the perspectives of relevant stakeholders. The selection of news sources, angles, and information structuring across syntactic, script, thematic, and rhetorical dimensions reflects indications of differing editorial orientations between the two media outlets. Because this study focuses exclusively on news text analysis without incorporating newsroom interviews or internal policy documents, these findings are understood as textual indications of editorial orientation rather than direct proof of formal newsroom policy.
