This study investigates the impact of the Dependency Ratio, Poverty Rate, Economic Growth, and GRDP per capita on the Human Development Index. Utilising panel data across 33 provinces from 2010-2024 via Heteroskedasticity and Autocorrelation Consistent (HAC) approach, the estimation results reveal that independent variables exert a negative and significant effect on HDI. These findings confirm that the high demographic burden, together with issues of poverty and the unequal distribution of the fruits of development, represent crucial challenges; these conditions have not yet served as an effective foundation for accelerating the quality of human development.
