The variables used include government expenditure on education, government expenditure on health, poverty rate, minimum wage, and population density. The data used are panel data from 22 regencies/cities in East Nusa Tenggara Province during the period 2015-2024. The analytical method employed is panel data regression using the Fixed Effect Model (FEM). The results indicate that government expenditure on education and government expenditure on health have a positive but insignificant effect on HDI. Meanwhile, poverty rate and population density have a negative and significant effect on HDI, while minimum wage has a positive and significant effect on HDI. These findings suggest that reducing poverty, improving community welfare through wage policies, and managing population density effectively are important factors in enhancing human development in East Nusa Tenggara Province. On the other hand, increases in education and health expenditures need to be accompanied by effective budget utilization and equitable access to public services in order to contribute more optimally to improvements in HDI.
