The research aims to analyze how the communication planning process is carried out in promoting Dieng Culture Festival as one of the leading tourism events in Central Java. This research uses a descriptive qualitative method. Data were collected through in-depth interviews, observation, and documentation involving the Tourism and Culture Office of Banjarnegara Regency, the Dieng Pandawa Tourism Awareness Group (Pokdarwis), and visitors of Dieng Culture Festival. The results of this study indicate that the Tourism and Culture Office of Banjarnegara Regency has implemented the stages of the circular communication planning model in promoting Dieng Culture Festival. Audience analysis was conducted by identifying visitor characteristics and observing audience interaction patterns through social media. Communication targets were directed toward local and international tourists, especially young people who actively use digital media.. The implementation process involved coordination among stakeholders, allocation of resources, and scheduling adjustments according to the event timeline.
