      "abstract": "The background of this research is based on the vital\r\nimportance of passports as the primary administrative\r\nrequirement for the Hajj pilgrimage, which demands public\r\ninstitutions to provide fast, precise, and friendly services to\r\nensure applicant satisfaction. The Class I TPI Yogyakarta\r\nImmigration Office has implemented various innovative\r\nprograms to support this process, including a priority service\r\nfor the elderly. This study aims to analyze the implementation\r\nof service excellence in issuing passports for Hajj pilgrims at\r\nthe Class I TPI Yogyakarta Immigration Office. The\r\nmethodology used is a descriptive qualitative method with\r\nfield research. The focus of the study encompasses aspects of\r\nplace, actors, and activities related to the passport issuance\r\nprocess. Data collection techniques were conducted through\r\nobservation, semi-structured interviews with the service staff\r\nsupervisor, service staff, and Hajj pilgrims, as well as\r\ndocumentation. The validation test used source triangulation\r\nand method triangulation. Furthermore, data analysis was\r\ncarried out through interactive stages including data\r\ncondensation, data display, and conclusion drawing. The\r\nresults of the study show that the implementation of service\r\nexcellence in passport issuance for Hajj pilgrims at the Class I\r\nTPI Yogyakarta Immigration Office has been carried out\r\noptimally. This is aligned with Barata's A6 service excellence\r\nconcept, which includes attitude, attention, action, ability,\r\nappearance, and accountability.",
