This study aims to describe the substance of Law Number 18 of 2019 concerning Islamic Boarding Schools, analyze the views of kiai in four Islamic boarding schools (Taajul Ulum, Ibad Ar- Rahman, Salafiyah Riyadul Alfiyah, and Salafiyah Daarul Ibtida') regarding this regulation, and examine its implications for their pesantren management practices. This research is a field study using a qualitative approach. Data were collected through interviews, observations, and documentation with four kiai selected using purposive sampling techniques. Data were then analyzed through data reduction, data presentation, and conclusion drawing. Their validity was tested using source triangulation. The results indicate that Law Number 18 of 2019 substantially serves as a form of state recognition, affirmation, and facilitation for Islamic boarding schools (pesantren) without intending to standardize their educational patterns. The kiai maintain their primary foundation, the arkanul ma'had (kiai, santri, dormitory, mosque/prayer room, and yellow book study groups). The kiai's views on this regulation are not uniform: kiai in modern-oriented pesantren tend to welcome it positively because it opens access to institutional strengthening, while kiai in salafiyah pesantren are more cautious, concerned about the potential for bureaucratization that could erode the independence and tradition of classical scholarship. Despite their differences, all kiai share a common ground: their rejection of any form of state intervention that could potentially diminish their scholarly authority and leadership. These differing views then have implications for two distinct governance patterns: adaptive-formal governance in modern Islamic boarding schools, which focuses on strengthening administration and institutional accountability, and defensive-cultural governance in Salafiyah Islamic boarding schools, which maintain oral deliberation mechanisms and the sole leadership of the kiai.
