This qualitative study employed in-depth interviews, observation, and document analysis involving the PLD head, staff, volunteer coordinators, volunteers, and alumni who were master's students with disabilities. The results indicate that the support program at the master's level faces significant disparities compared to the undergraduate level. Regarding the context aspect, inclusion policies have not been evenly implemented due to a lack of dissemination at the postgraduate level. The input aspect reveals weaknesses in the data collection system for master's students with disabilities specifically regarding accuracy and a shortage of volunteers possessing academic competence equivalent to the master's level. The process aspect uncovers issues such as a lack of continuity in support, limited active participation from master's students, and technical obstacles regarding writing conventions and the accessibility of course materials. The product aspect shows low service utilization, limited perceived benefits, and suboptimal fulfillment of needs, stemming from a lack of integration between service data and students' academic achievements. These findings reinforce the fundamental premise of the CIPP model: that a weakness in one component creates a chain reaction affecting the others.
