abstract: The implementation of a non-formal Diniyah education program integrated with a
formal educational institution requires the effective execution of administrative
functions to support program management. However, in practice, the execution of
these administrative functions has not yet proceeded optimally. Furthermore,
studies regarding the implementation of administrative functions in non-formal
Diniyah education programs integrated with formal institutions remain relatively
limited.
This study aims to analyze the implementation of administrative functions within
the non-formal Diniyah education program and to identify the factors influencing
that implementation. The study employs a qualitative approach using a case study
design. The analysis is based on the management functions in educational
administration proposed by Syaiful Sagala, planning, organizing, actuating,
coordinating, directing, and controling. Data were collected through interviews,
observation, and documentation involving eight informants: the madrasah
principal, deputy principals (for curriculum, student affairs, facilities and
infrastructure, and finance), the head of administration, and two class teachers
involved in the program. Data were analyzed using the Miles, Huberman, and
Saldaña model-comprising data condensation, data display, and conclusion
drawing/verification-while data validity was ensured through source and technique
triangulation.
The research yielded two primary findings. First, the execution of administrative
functions in the implementation of the Non-formal Diniyah Education Program has
not been optimal across the functions of planning, organizing, actuating,
coordinating, directing, and controling. Second, this suboptimal execution is
influenced by both internal and external factors. Internal factors include
relationship patterns that remain integrated with the parent madrasah, limited
technical managerial capacity among administrators, and the dominance of a
communal (guyub) culture and oral traditions. Meanwhile, external factors include
the program's dual legal status within the educational structure, demands for the
digitalization of educational administration, and limited support regarding financial
resources and partnerships. This study contributes to the development of
educational administration scholarship within the field of Islamic Educational
Management specifically regarding the execution of administrative functions in the
Non-formal Diniyah Education Program and serves as a reference for strengthening
the program's administrative governance.
