However, as mentioned in the perspective of a critical theory of education by Michael W. Apple, the implementation of a policy on education is not a neutral process, instead, it is a negotiation involving interests, values, power relations, and institution concerns. Therefore, the success of the policy cannot be measured mainly by goal achievements, but by real impacts, including impromptu ones, as well. A critical evaluation of the policy on the program is necessary. This study aims to: (1) evaluate the real impacts of Skilled-Student Program revitalization; (2) analyze the dynamics of score-oriented in vocation education and humanist-religious values; (3) formulate an integrated-interconnected model as the implication of revitalization policy application. This qualitative research applies Goal-Free Evaluation of Michael Scriven, enriched by policy analysis of William N. Dunn. The research took place in four State Madrasah Aliyah (MAN 2 Kulon Progo, MAN 2 Yogyakarta, MAN 2 Bantul, and MAN 1 Sleman) of Skilled-Student Program in Special Province of Yogyakarta. Data is collected through in-depth interviews, participative observation, and document examination. The results show as follow. First, revitalization of Skilled- Student Program can increase the interest of the society, the reputation and achievement of the schools. It also bears graduates possessing academic competence, vocational skill, noble character, and ready to pursue higher education, work, or run their own business. On the other hand, the policy bring about unpredicted effects, such as teachers’ workload increase, overwhelming students’ activities, over budgeting, and inter-madrasah imbalance capacity. Second, the dynamics of score-oriented in vocation education emerges through a negotiation with the humanist-religious values. In the perspective of Al-Attas, these values serves as the foundation for the formation of highly civilized individuals (insan kamil), whilst in the integrated-interconnected paradigm of M. Amin Abdullah they form the basis for the integration of Islamic studies, sciences, and vocation educations. Third, revitalization makes Teaching Factory Integrated Model (TFMI) an integrated-interconnected model, combining academic learning, Islamic character education, vocational learning, and partnership with the worlds of business, industry, and job. The study contributes to several aspects. (1) Developing an education policy evaluation through an enlarged Goal-Free Evaluation application. (2) The head of madrasah is discrete to issue a public policy through daily decisions. (3) According to the education critical theory of Michael W. Apple, an implementation of a policy is a process of value negotiation influence by institutional situations, urging an assurance from the state that that policy bring about wide sustainable effects. The novelty of this study is that Teaching Factory Integrated Model (TFIM) is a conceptual model which integrates vocation education, humanist-religious values, and integrated-interconnected paradigm.
