        abstract = {Ensuring vulnerable populations have access to the essential resources and services they need to thrive lies at the very heart of elderly social protection. In Panggungharjo Village, this vital mission comes to life through a unique community institution known as the Social Safety Net Executive Board (Badan Pelaksana Jaring Pengaman Sosial or Bapel JPS). Operating directly on the front lines, Bapel JPS works to safeguard senior citizens, elevate their quality of life, and bridge the gaps in the local welfare ecosystem. This study investigates the operational functions of Bapel JPS, evaluates its impact on elderly well-being through the lens of the OECD Well-Being Framework, and examines the institutional bottlenecks threatening its long-term future.
To capture the full depth of Bapel JPS's local impact, the study adopted a rigorous qualitative research design. Data was gathered through immersive field observations, in-depth interviews, and thorough document reviews. The information was then synthesized using data reduction, structured visualization, and rigorous data triangulation. By pairing these methods with the multi-dimensional OECD Well-Being Framework, the research systematically maps how Bapel JPS influences the daily lives of the village's elderly residents.
The findings reveal that Bapel JPS operates as a vital three-pronged lifeline for the community. It serves simultaneously as a grassroots public service provider, a corrective bridge that fills the gaps left by national government welfare programs, and a final safety net for the most vulnerable. Bapel JPS realizes this mission by actively mapping at-risk seniors, mobilizing local resources, facilitating access to medical care and financial relief, and delivering direct assistance directly to the doorsteps of isolated or homebound individuals. When viewed through the OECD framework, Bapel JPS fundamentally transforms elderly well-being by improving material stability, enhancing healthcare access, strengthening social ties, and fostering active civic participation.
Ultimately, Bapel JPS demonstrates that local grassroots bodies are far more than mere distributors of aid. They serve as essential, empathetic bridges between rigid state welfare machinery and the nuanced, real-world needs of vulnerable citizens. However, its long-term sustainability hangs in the balance. Bapel JPS currently faces steep institutional hurdles, including a slow turnover in human resource regeneration, limited operational capacity, and a plateau in program innovation{--}challenges that must be met to ensure this vital community safety net continues to endure.}
