This condition indicates a gap between the demands of professional practice, employment placement, and the support provided by the social service system in the field. Furthermore, changes in government policies have influenced the implementation of social work practice and required social workers to continuously adapt their professional roles. Such circumstances compel social workers to respond to new job demands despite often lacking adequate institutional support and service facilities, particularly within the Sekolah Rakyat program. This study aims to understand the ethical dilemmas faced by social workers as a result of the discrepancy between Undang-Undang Nomor 14 Tahun 2019 and the realities of professional practice, as well as the strategies employed by social workers to navigate these dilemmas while carrying out their professional responsibilities. The study employed a qualitative method with a critical descriptive approach. Data were collected through observation, in-depth interviews, and documentation, while data analysis involved data reduction, data display, theme and category identification, and conclusion drawing. The findings reveal a significant gap between the implementation of Undang-Undang Nomor 14 Tahun 2019 and the realities of social work practice, giving rise to various ethical dilemmas for social workers. These dilemmas stem from differing interpretations of professionalism and bureaucratic compliance, limited training opportunities and service support, and inadequate resources for providing assistance to service recipients. In addition, social workers frequently encounter tensions between professional values and the need to balance humanistic and disciplinary approaches in their daily practice. To address these challenges, social workers adopt various strategies, including independently enhancing their professional competencies, strengthening coordination, collaborating with other institutions, and providing education to the families of service recipients. %Z Ro’fah, MA., Ph.D.
