Despite SIB 3.0 operating across several modules, its development has proceeded organically without a documented strategic governance framework, resulting in inter-unit data fragmentation, infrastructure limitations, and the absence of a long-term IS/IT development direction. This study employed the Design Science Research Methodology (DSRM) by Peffers et al. (2007) as the primary methodological framework, integrated with the Ward and Peppard (2002) analytical framework encompassing PEST analysis, SWOT, Value Chain, Critical Success Factors (CSF), and the McFarlan Strategic Grid. Data were collected through observation, semistructured interviews with 14 stakeholders, Focus Group Discussion (FGD), and document analysis. The study produced two interconnected artifacts: the first artifact is a modular ERP-based High-Level Architecture comprising six layers, 10 modules, and a unified database, agreed upon through three iterative demonstration-evaluation cycles with stakeholders; the second artifact is an IS/IT Strategic Plan document encompassing an IS strategy (10 domains), an IT strategy (8 components), an IS/IT management strategy (7 components), an application portfolio (19 modules mapped to the McFarlan Strategic Grid), and a five-year implementation Roadmap across five phases, validated by key pesantren stakeholder representatives through a validation sheet covering nine organizational need aspects. The dual-artifact approach with phased iteration where the High-Level Architecture serves as an iterative exploration and initial validation stage of organizational needs before the formal IS/IT Strategic Plan is developed proved effective, confirming the feasibility of integrating DSRM and Ward and Peppard as an approach for formulating IS/IT strategic plans within the Islamic boarding school context. %Z Muhammad Mustakim, S.T.
