N2  - This study is motivated by the high incidence of domestic violence against women in Yogyakarta City compared to other regencies in the Special Region of Yogyakarta. This has prompted the Yogyakarta City DP3AP2KB (Regional Family Empowerment Agency) to develop various innovative programs, such as MALIKA, KOPER KOTA, PUSPAGATRA NGETREN, SILA ELING, and SATGAS SIGRAK, as efforts to prevent and address domestic violence. While in many regions, services for victims are still administrative and limited to the provision of emergency services, in Yogyakarta, the approach is more comprehensive and integrative. This approach not only targets victim care but also community based prevention through education, outreach, and training of domestic violence advocates and survivors.
This research is a descriptive analytical field research with a sociological
legal approach. The research data was obtained through in depth interviews with seven sources from the Yogyakarta City DP3AP2KB, UPT PPA, PUSPAGA Kenari, and SATGAS SIGRAK, observations, and documentation studies. This research was analyzed using Bruce J. Biddle's Role Theory to examine the form and implementation of the DP3AP2KB's role, Soerjono Soekanto's legal effectiveness theory to analyze the effectiveness of program implementation, and the ma?la?ah mursalah theory with Jasser Auda's system approach to analyze the suitability of DP3AP2KB policies in fulfilling women's rights from an Islamic legal perspective.
The results show that the Yogyakarta City DP3AP2KB has implemented its role and efforts in preventing and handling domestic violence comprehensively through the functions of prevention, protection, empowerment, and service facilitation, manifested in five innovative programs: MALIKA, KOPER KOTA, PUSPAGATRA NGETREN, SILA ELING, and SATGAS SIGRAK. reflecting the dimensions of role expectation, role performance, role norm, role conflict, and role evaluation. The implementation of these programs has been relatively effective based on Soerjono Soekanto's Theory of Legal Effectiveness. Furthermore, DP3AP2KB's policies reflect the principle of ma?la?ah mursalah through Jasser Auda's systems approach by contributing to the protection of women's rights, particularly the preservation of life (?if? al-nafs), intellect (?if? al-'aql), lineage (?if? al-nasl), and property (?if? al-m?l).
