      "abstract": "Land disputes are a common legal issue in society and impact legal certainty, justice, and social order. To resolve land disputes, the Ministry of Agrarian Affairs and Spatial Planning\/National Land Agency (ATR\/BPN) has the authority to facilitate dispute resolution through mediation mechanisms, as stipulated in Ministerial Regulation No. 21 of 2020 concerning the Handling and Settlement of Land Cases. This study aims to determine the effectiveness of mediation as an Alternative Dispute Resolution (ADR) mechanism through a collaborative mediation approach in resolving land disputes at the Yogyakarta City ATR\/BPN Office in 2024–2025 and to identify obstacles encountered in its implementation.\r\nThis research is an empirical juridical study with a qualitative approach. Data were obtained through literature review and field research in the form of interviews with officials and staff at the Yogyakarta City ATR\/BPN Office who handle land disputes. Data analysis was conducted using descriptive qualitative methods, examining statutory provisions, legal protection theory, legal certainty theory, and Alternative Dispute Resolution (ADR) theory, then linking these to empirical evidence found in the field.\r\nThe results indicate that collaborative mediation implemented by the Yogyakarta City Land Agency (ATR\/BPN) has provided a faster, simpler, and less expensive alternative to litigation. However, the success rate of mediation remains relatively low. Of the 30 land dispute cases handled in 2024–2025, only 5 cases reached amicable agreements, while the remaining 25 cases did not. This situation indicates that the effectiveness of collaborative mediation is still suboptimal. The main obstacles identified include low levels of goodwill among the parties, the absence of disputing parties in the mediation process, a strong stance of defending their respective interests, and the limited authority of the mediator, who only functions as a facilitator without the authority to resolve the dispute. Therefore, it is necessary to improve the capacity of mediators, strengthen public awareness campaigns regarding the benefits of mediation,and enhance the parties' commitment to peaceful dispute resolution to enhance the effectiveness of land mediation in the future.",
