      "abstract": "This study is based on Government Regulation Number 48 of 2025\r\nconcerning the Management of Abandoned Areas and Land, with a case study in\r\nKarangasem, Bali. Abandoned land represents a major agrarian issue that leads to\r\ninequality in land tenure, obstruction of spatial utilization, and a decline in the\r\nsocial function of land as mandated by the Basic Agrarian Law. The existence of\r\nland that is not utilized in accordance with the purposes for which the rights were\r\ngranted not only causes losses for the rights holders, but also hinders efforts to\r\nequalize access and utilization of agrarian resources for the community. Through\r\nGovernment Regulation No. 48 of 2025, the government attempts to strengthen the\r\nmechanisms of oversight, identification, management, and designation of\r\nabandoned land to ensure legal certainty and optimize land utilization for the\r\npublic interest.\r\nThe research method applied is empirical legal research using a statutory\r\napproach and a case approach. Data were obtained through literature studies,\r\ninterviews, and documentation related to the management of abandoned land in the\r\nKarangasem region, Bali. Qualitative analysis was conducted to determine the\r\neffectiveness of law enforcement against abandoned land and the obstacles\r\nencountered in its implementation.\r\nThe results indicate that the implementation of law enforcement against\r\nabandoned land in Karangasem has not run optimally. This is caused by several\r\nfactors, including a lack of oversight, weak inter-agency coordination, low\r\nawareness among right-holders regarding land utilization obligations, as well as\r\nadministrative and social constraints within the community. Nevertheless, the\r\nenactment of Government Regulation No. 48 of 2025 provides a firmer legal basis\r\nfor the identification and management process of abandoned land. Therefore, it is\r\nnecessary to enhance monitoring, integrate real-time land data, and strengthen\r\nsynergy between the central and regional governments so that law enforcement\r\nagainst abandoned land can operate effectively and provide benefits to the\r\ncommunity.",
