The study is motivated by a significant gap between das sollen and das sein, wherein a number of restaurants and cafes in Yogyakarta have chosen to cease music playback entirely to avoid royalty payment obligations. This phenomenon, known as preventive compliance, demonstrates resistance from business operators against existing regulations. This condition not only harms music creators who lose their economic rights, but also reflects low legal awareness among business operators in the field of copyright protection. This is a field research study employing a descriptive-analytical approach with a socio-empirical methodology to uncover actual compliance behavior in practice. The research utilizes primary data obtained through in-depth interviews and observation of business operators, musicians, and regulatory authorities, as well as secondary data in the form of legal materials and related literature. The data are analyzed using legal compliance theories developed by Soerjono Soekanto and Herbert Kelman to understand the psychological and social dimensions underlying compliance or non-compliance among business operators. This research aims to analyze the legal arrangements governing music royalty payment obligations and to assess the level of compliance among restaurants and cafes in Yogyakarta through the lens of comprehensive legal compliance principles. The research findings demonstrate that: First, the music royalty payment obligation has been comprehensively established through regulations with a fixed tariff of Rp120,000 (one hundred twenty thousand rupiah) per seat per annum. Second, the compliance level among restaurants and cafes in Yogyakarta remains considerably low, with nine of the ten businesses investigated having yet to pay royalties. The predominant behavior observed was compliance-driven motivation to avoid legal sanctions, rather than internalization stemming from copyright awareness.
