In the jurisdiction of the Office of Religious Affairs (KUA) of Pejagoan District, Kebumen Regency, prospective spouses under 19 numbered 10 in 2021, 8 in 2022, 8 in 2023, 6 in 2024, and 6 in 2025. This study examines the KUA’s efforts to prevent early marriage during 2021-2025 and analyzes those efforts according to the principle of maṣlaḥah mursalah. This field research uses an empirical juridical approach and a descriptive-analytical design. Primary data were obtained through interviews with parties involved in marriage services and guidance, while secondary data came from KUA documents, legislation, and relevant literature. Data were analyzed qualitatively through data reduction, data display, and conclusion drawing. Maṣlaḥah mursalah is used as the analytical framework by assessing real and rational benefit, public benefit, prevention of harm, and conformity with authoritative texts and the basic principles of Islamic law. The findings show that the KUA’s prevention efforts operate through administrative and guidance channels. The administrative channel verifies prospective spouses’ identities and ages, explains the statutory age requirement, and requires a court dispensation for anyone under 19. The guidance channel includes premarital guidance, family consultation, sakinah-family development, outreach through religious study groups and Family Welfare Empowerment meetings, the “Cegah Kawin Bocah” program, and KUA Goes to School. Detailed program documentation obtained in this research mainly concerns 2025, while early-marriage data are analyzed for 2021-2025. The efforts are supported by program continuity and institutional cooperation but face limited target coverage, cultural acceptance of young marriage, restricted educational access, economic hardship, parental anxiety over adolescent relationships, premarital pregnancy, and the perception of dispensation as an easy solution. From the perspective of maṣlaḥah mursalah, the efforts provide real and public benefit, prevent harm, and do not conflict with authoritative Islamic principles. Broader coverage, standardized materials, referral mechanisms, stronger data management, and outcome evaluation remain necessary. %Z Hj. Fatma Amilia, S.Ag., M.S.I.
