Consequently, ensuring food safety is a crucial aspect that cannot be overlooked. The implementation of this program not only demands the fulfillment of nutritional needs but also the application of hygiene and sanitation standards to prevent food contamination and health problems among beneficiaries. Therefore, supervision by the Health Office regarding compliance with hygiene and sanitation standards at the Nutrition Fulfillment Service Units (Satuan Pelayanan Pemenuhan Gizi/SPPG) is essential to ensure that the MBG Program is carried out in accordance with applicable regulations and provides adequate public health protection. This study aims to analyze the supervision conducted by the Yogyakarta City Health Office over compliance with hygiene and sanitation standards in the MBG Program, based on statutory regulations and the perspectives of George R. Terry's supervisory theory, sadd al-dzarī‘ah, and mas{lah{ah mursalah. George R. Terry's theory is used to analyze the stages of supervision, sadd al-dzarī‘ah to assess preventive efforts in averting harm, and mas{lah{ah mursalah to evaluate the public interest and health protection afforded to beneficiaries. This research is an empirical legal study (field research) employing a descriptive-analytical qualitative approach, utilizing primary data from interviews and secondary data from statutory regulations and related literature. The findings indicate that the Yogyakarta City Health Office has implemented the four stages of George R. Terry's supervision framework through a clear legal basis, self-assessment mechanisms, laboratory testing, field inspections, and corrective actions, with 34 out of 53 SPPG having obtained Hygiene Sanitation Eligibility Certificates (Sertifikat Laik Higiene Sanitasi/SLHS). From the perspective of sadd al-dzarī‘ah, this supervision incorporates preventive measures to block pathways that could lead to harm, such as food contamination and health disorders; however, its implementation remains suboptimal as field inspections have not been conducted evenly across all SPPG. Viewed through the lens of mas{lah{ah mursalah, the supervision aligns with the principles of jalb al-manfa‘ah (securing benefits) and daf‘ al-mafsadah (preventing harm) and supports ḥifẓ an-nafs (protection of life), although enhanced preventive oversight is still required.
