The background of this research is based on the increasing circulation and sale of alcoholic beverages in Sleman Regency as a tourism and educational area, which raises various social, health, and moral concerns, particularly among young people. The research employs a normative juridical method using statutory and conceptual approaches. Data were collected through literature review of laws and regulations, the Indonesian Ulama Council (MUI) fatwas, legal literature, and supported by field data obtained through interviews with relevant local authorities. The data were analyzed using a descriptive qualitative approach to assess legal conformity and practical the application. The results indicate that from the perspective of positive law, the licensing regulation of alcoholic beverage sales under Sleman Regency Regional Regulation Number 8 of 2019 is generally in accordance with Presidential Regulations and Ministerial Regulations on trade, and provides legal certainty through a system of limited legalization, location restrictions, and strict supervision. However, from the perspective of Islamic economic law, particularly based on MUI Fatwa Number 11 of 2009 concerning Alcohol, such licensing policies are not fully aligned with Islamic principles that prohibit the production, distribution, and trade of alcoholic beverages. This study concludes that there is a normative tension between positive law, which emphasizes legal certainty and administrative control, and Islamic law, which prioritizes public welfare (maslahah) and the prohibition of khamr. %Z Dr. Saifuddin, S.Hi., M.Si.
