"The government, through Minister of Religious Affairs Decree No. 892 of\r\n2019, mandates the use of the web-based SIMKAH (Marriage Management\r\nInformation System) for marriage registration. This system aims to improve service\r\nefficiency, data transparency, and prevent irregularities such as falsification of\r\nmarriage documents, unauthorized polygamy, and unregistered marriages.\r\nHowever, in practice, SIMKAH implementation still faces various technical and\r\nsocial obstacles that impact the effectiveness of marriage administration services in\r\nthe community. This study aims to analyze the level of public awareness of the\r\nMarriage Management Information System (SIMKAH) policy at the Serang City\r\nOffice of Religious Affairs (KUA), their views on its implementation in marriage\r\nadministration services, and assess whether SIMKAH implementation has been\r\nable to achieve civil administration that provides justice for the community.\r\nThis research uses a juridical-empirical approach to examine the suitability\r\nof the SIMKAH policy implementation at the Serang City KUA and to examine\r\nhow the system contributes to justice in family administration. The data in this study\r\nconsist of primary and secondary data. Primary data was obtained through\r\ninterviews with 10 Serang City Office of Religious Affairs (KUA) employees and\r\n15 prospective brides and grooms, as well as observations of the SIMKAH-based\r\nmarriage administration service process at the KUA. Secondary data were obtained\r\nfrom six official documents, KUA archives, statistical data, scientific literature, and\r\nvisual documentation to strengthen the field findings. The research analysis utilized\r\ntheories of justice and public policy to assess the relationship between policy,\r\nbureaucracy, and public services, as well as the protection of community rights in\r\nmarriage administration through SIMKAH.\r\nThis study shows that: first, public knowledge of the SIMKAH policy at\r\nthe KUA in Serang City varies, consisting of two groups: one group understands\r\nand is aware of SIMKAH's existence, while the other group understands it but still\r\nexperiences limitations in operating SIMKAH, particularly in technical aspects.\r\nSecond, the community perceives SIMKAH as providing fairness and order in\r\nMuslim marriage administration services at the KUA in Serang City. The\r\ncommunity also perceives SIMKAH as facilitating access to marriage registration.\r\nAlthough they understand and perceive it as providing convenience, some are\r\nunable to do so independently and still require assistance from KUA officers.\r\nHowever, some have done so independently, and still encounter several obstacles\r\nsuch as limited access to technology or network disruptions.
