However, in its implementation, the implementation of halal certification for MSMEs still faces various obstacles that affect the effectiveness of its implementation. This study aims to analyze the effectiveness of the implementation of halal certification in MSMEs at the West Nusa Tenggara Halal Product Assurance Workshop (PJPH) and identify the challenges and strategies carried out in its implementation. This research uses a qualitative method with a field research approach. Research data was obtained through observation, interviews, and documentation involving the West Nusa Tenggara PJPH Workshop, the Halal Inspection Institute (LPH), Halal Product Process Companions (P3H), local governments, MSME actors, and other related parties. Data analysis was carried out interactively through the stages of data condensation, data presentation, and conclusion drawn, then analyzed using Lawrence M. Friedman's Legal System Theory which includes legal structure, legal substance, and legal culture. The results of the study show that the implementation of halal certification for MSMEs at the PJPH Workshop in West Nusa Tenggara has generally been quite effective. This condition is supported by the existence of clear regulations, established institutions, socialization and mentoring activities, coordination between stakeholders, and the availability of certification mechanisms through regular and self-declare channels. However, the implementation is not fully optimal because there is still a low utilization of certification quotas, unequal access to services, limited digital literacy and administrative ability of some MSME actors, and not optimal coaching and supervision after the certificate is issued. These challenges come from internal and external factors, so the West Nusa Tenggara PJPH Workshop develops various strategies, including strengthening collaboration with stakeholders, expanding socialization, implementing pick-up services, improving mentoring functions, and building partnership networks. Based on the perspective of Lawrence M. Friedman's Legal System Theory, the effectiveness of halal certification implementation is influenced by the linkage between legal structure, legal substance, and legal culture that still needs to be strengthened continuously.
