of the transition toward renewable energy while reinforcing national energy
security. Behind this potential, however, lies a fundamental issue concerning the
sustainable economic guarantee for affected communities, as evident in the
Sokoria Geothermal Energy Project operated by PT Sokoria Geothermal
Indonesia (SGI) in Sokoria Village, East Ndona Subdistrict, Ende Regency, East
Nusa Tenggara Province. This study aims to analyze the conformity between the
regulatory framework for sustainable economic guarantees and its
implementation in practice, and to interpret it through the lens of maqshid alsyari'ah.
This research employs a sequential explanatory mixed-method design, combining
normative juridical analysis with an empirical approach through questionnaires
distributed to the affected community in Sokoria Village. The data obtained were
statistically tested to examine the influence of Legal Protection, Energy Project
Impact, and Corporate Social Responsibility/CSR on Sustainable Economic
Guarantee.
The juridical analysis reveals that the regulatory framework is fairly
comprehensive, yet its implementation exhibits gaps in three areas: limited
community participation in project socialization, the absence of standardized
CSR benchmarks leaving long-term crop farmers underserved and the stalled
distribution of production bonuses from the regional government to communities
surrounding the project. The empirical analysis shows that Legal Protection and
Corporate Social Responsibility/CSR have a significant positive effect on
Sustainable Economic Guarantee, with CSR being the most dominant factor,
while Energy Project Impact shows no statistically significant effect. Collectively,
these three variables account for the majority of the variation in Sustainable
Economic Guarantee perceived by the community. Analysis through Jasser
Auda's maqshid al-syari'ah framework indicates that the sustainable economic
guarantee in Sokoria has attained the level of Maqāṣid al-'ammah (basic justice
through compensation, employment, and electricity access), but remains
suboptimal at the Maqāṣid khassah and juz'iyyah levels, particularly regarding
the sustainability of the agricultural sector (hifz al-nasl) and the distribution of
production bonuses (hifz al-mal).</mods:abstract><mods:classification authority="lcc">340.1 Perlindungan Hukum</mods:classification><mods:originInfo><mods:dateIssued encoding="iso8061">2026-08-24</mods:dateIssued></mods:originInfo><mods:originInfo><mods:publisher>UIN SUNAN KALIJAGA YOGYAKARTA;FAKULTAS SYARIAH DAN HUKUM</mods:publisher></mods:originInfo><mods:genre>Thesis</mods:genre></mods:mods>
