On the one hand, street vendors contribute significantly to local economic growth by creating employment opportunities, supporting household income, and providing affordable food services. On the other hand, the use of road shoulders and sidewalks for trading activities and customer parking has altered the primary function of public space, potentially disrupting traffic flow, reducing pedestrian safety, and limiting public access. This study aims to analyze the governance of road shoulder and sidewalk utilization by nighttime street vendors in Yogyakarta City based on Law Number 2 of 2022 concerning Roads and to examine it through the perspective of maslahah mursalah in achieving equitable public welfare. This research employs an empirical legal research method with a descriptiveanalytical approach. The study applies statutory, sociological, and conceptual approaches. Data were collected through observation, interviews, documentation, and library research and analyzed qualitatively using an interactive analysis model. The analytical framework consists of the concept of public space governance, Soerjono Soekanto's legal compliance theory, Law Number 2 of 2022 concerning Roads and related regulations, and the theory of maslahah mursalah to assess the balance between protecting public interests and safeguarding the economic rights of street vendors. The findings reveal that the governance of road shoulder and sidewalk utilization by nighttime street vendors in Yogyakarta City has not fully complied with prevailing legal provisions because several locations continue to experience functional changes in public road space, resulting in traffic congestion and reduced pedestrian accessibility. Although the local government has implemented socialization, supervision, enforcement, and relocation programs, their effectiveness remains constrained by regulatory inconsistencies, unclear location legality, limited alternative trading spaces, and varying levels of legal compliance among vendors. From the perspective of maslahah mursalah, the existence of street vendors generates substantial public benefits by improving community welfare while simultaneously creating public harm when public space is improperly utilized.
