The New Order government’s policy to designate Batam as a strategic industrial and trade zone triggered massive migration, economic growth, and significant social transformation. Employing historical methods and a sociological approach, this research explores the socio-religious conditions before industrialization, changes during the early development phase, and the intensive developments of the late 1990s. The findings reveal a shift in lifestyle from traditional-communal to urban-modern, transformations in religious institutions, and processes of adaptation and resistance within the Malay-Islamic culture amid pluralism and modernization.
