abstract: This study is motivated by the escalating environmental crisis as a moral and spiritual issue, in which there is a gap between religious texts on nature conservation and the social and religious practices of the faithful. The Office of Religious Affairs plays a strategic role as a religious authority in shaping the discourse on eco-theology to bridge this gap through bureaucratic structures. The research question in this study focuses on analyzing the structure of communication networks, identifying the roles of key actors, and assessing the level of openness and cohesion of these networks in the implementation of eco-theology in Probolinggo Regency. The research method used was descriptive quantitative analysis with a sociometric approach, involving 24 heads of the Religious Affairs Office (KUA) as respondents. Data were collected using a sociometric questionnaire and visualized in sociograms. The research findings indicate that the communication network is dominated by a star network pattern characterized by vertical-coordinative relationships. Actors coded as A11 (Muh. Amin) and A12 (Fathurrazi) were identified as key figures (opinion leaders) and information hubs (stars) with the highest indegree values. In addition, the study found the existence of close-knit small groups (cliques) with a high level of clique openness, allowing the concept of eco-theology to be internalized evenly throughout the organizational structure. The cohesiveness of this network serves as an effective catalyst in accelerating the adoption of eco-theological innovations as a manifestation of the religious responsibility and dedication of civil servants.
