Previous studies have incorporated local culture as a learning context or resource; however, most have not transformed it into a comprehensive instructional model with an explicit theoretical foundation, learning syntax, social system, principles of reaction, support system, and instructional impacts. Consequently, the contribution of local culture to scientific literacy development has remained contextual rather than constituting an integrated pedagogical system. This study aimed to develop the Seuramoe Saentia science learning model integrating Acehnese local culture that meets the criteria of validity, practicality, and effectiveness in optimising the scientific literacy of fifth-grade MI students in Langsa City. This study employed a Research and Development (R&D) approach using the ADDIE instructional design model, consisting of the Analysis, Design, Development, Implementation, and Evaluation phases. The resulting products included a model book, teacher's guide, student's guide, teaching modules, student activity worksheets, and learning media. Product validity was evaluated using Aiken's V index. Practicality was assessed through observations of learning syntax implementation, student response questionnaires, and teacher interviews. Effectiveness was examined using a quasi-experimental non-equivalent control group design involving four Madrasah Ibtidaiyah in Langsa City. Data were analysed using Analysis of Covariance (ANCOVA) to control for students’ prior ability, complemented by effect size analysis using Cohen’s d. The findings indicate that the Seuramoe Saentia learning model satisfies the criteria of validity, practicality, and effectiveness. All model components and research instruments achieved valid criteria. The model's practicality was demonstrated by the excellent implementation of its learning syntax, positive student responses, and teachers' evaluations indicating that the model was easy to implement in science instruction. After controlling for prior ability, students taught using the Seuramoe Saentia model achieved significantly higher scientific literacy scores than those in the control group (ANCOVA: F = 263.633; p < .05). In the experimental group, the mean scientific literacy score increased from 47.19 on the pretest to 77.81 on the posttest, while the ANCOVA model explained 58.0% of the variance in scientific literacy scores under the conditions of this study (R² = .580). Cohen's d value of 2.41 indicated a very large short-term effect; however, this finding should be interpreted cautiously because the assessment was conducted immediately after the intervention, the assessment instrument was highly aligned with the instructional model and learning materials, and no retention test was administered to examine the sustainability of the learning outcomes. This study contributes to the development of theory and practice in culturally integrated science education by reconstructing Acehnese local culture from merely serving as a learning context into an integrated pedagogical component embedded within the learning syntax, social system, principles of reaction, support system, and instructional impacts. The Seuramoe Saentia model offers a pedagogical framework that bridges local cultural knowledge with science learning to support the development of scientific literacy among Madrasah Ibtidaiyah students.</mods:abstract><mods:classification authority="lcc">371.36 Metode Pengajaran, Metode Pembelajaran</mods:classification><mods:originInfo><mods:dateIssued encoding="iso8061">2026-08-19</mods:dateIssued></mods:originInfo><mods:originInfo><mods:publisher>UIN SUNAN KALIJAGA YOGYAKARTA;FAKULTAS ILMU TARBIYAH DAN KEGURUAN</mods:publisher></mods:originInfo><mods:genre>Thesis</mods:genre></mods:mods>
