This study aims to analyze the authority of the Yogyakarta City Government in formulating and implementing sustainable tourism development policy, as well as to analyze the accommodation of community participation therein through the Yogyakarta City Tourism Office. This research is empirical legal research (socio-legal research) employing statutory, conceptual, and sociological approaches. Primary data were obtained through interviews with the Yogyakarta City Tourism Office, tourism business actors, and an environmental organization, while secondary data were drawn from policy documents and relevant legislation, subsequently analyzed using descriptive-analytical and prescriptive methods. The findings show that the Yogyakarta City Government has exercised its authority through the Tourism Office across four pillars of sustainability, namely management, economy, sociocultural, and environment, although implementation remains suboptimal due to the absence of a master tourism planning instrument, limited sectoral authority, weak cross-agency coordination, and persistent oversight and waste management problems. Community participation has been formally accommodated through development planning deliberations and legislative aspirations, which tend to be consultative in nature, while more substantive participation is evident in community-based management of tourism villages. Accordingly, the success of sustainable tourism policy requires strengthened coordination among local government agencies and greater community influence over strategic policy decisions.} }
