Not all people have the opportunity to attend or complete formal education, while the curriculum system and demands can also limit religious learning to the knowledge aspect. These conditions place religious community organizations in a strategic position in presenting PAI close to people's lives. However, this role needs to be seen from how the organization as an agent reads conditions, reflects needs, determines actions, and responds to community dynamics. This research examines PAC Muslimat NU Jatirogo as a PAI agent in fostering community religious understanding, attitudes, and behaviour through Anthony Giddens' structuration perspective, by examining agency capacity in knowledge, reflection, action, change and intermediation. This research aims to analyze the role, strategy and implications of PAC Muslimat NU Jatirogo agency practices on the community's religious understanding, attitudes, and behaviour.\r\nThis research uses a qualitative approach with an embedded case study method. PAC Muslimat NU Jatirogo is the main research case, while three branches are placed as units of analysis used to see how the role and practices of PAC are carried out in the context of society which has different characteristics and dynamics. Data was obtained through interviews, observation and documentation involving PAC administrators, branch administrators, congregations and the community. Analysis was carried out through within-case to understand implementation practices in each unit and cross-case to see similarities, differences and patterns that emerged in the implementation of the PAC role. Data validity is carried out through triangulation of sources, techniques and time.\r\nThe research results indicate that PAC Muslimat NU Jatirogo carries out its role as a PAI agent through organizing religious activities, coaching congregations, strengthening religious education in the family, and social activities. Implementation is influenced by leadership, community participation, intensity of activities, and the ability of administrators to adapt actions to local conditions. PAC's strategy is carried out through strengthening leadership and coordination, developing activities, involving congregations, persuasive approaches, and strengthening socio-religious networks. This practice has implications for the development of a more reflective understanding of religion, as well as religious attitudes, behaviour, and recognition of the role of women in the religious and social life of society.
