description: Poverty is a phenomenological problem faced by people in  countries. There are so many factors that lead to it, whether it is  internal or external or external, that can't be detected which one  is the first and main problems. They are related one another.  Proverty should be regarded as a social problem since it comes  out from social process and product, so that coping of the problems  should also be done by the whole society and all its institutions.  This paper is going to draw a theoretical framework that should  be utilized by Islamic Higher Education with its Tri Dharma  Perguruan Tingi (The There Services of University) to take part in  eliminating proverty in countries, through moral and social  approaches. These specific approaches include: religious language,  scientific-academic approach, human resources development, and  activities related to the needs of the society.
