abstract: When we hear the word "beraucracy", it will appear in our mind,
things about crowded procedures, unarranged files, unsent
lettres, undistribute jobs and so on. All of those are caused by
the very bad beraucracy system.
However, is the beraucracy established to do all things mentioned
above? History has record that concept of beraucracy was based
on rationalization of job distribution which could not be
overcome individually.
This writing contains about how to change the paradigme of
beraucracy emphasizes the role of people. The old view that
sees beraucracy as a symbol of saccrade power must be changed.
Because in the democratic era, the power is held by civilian or
people. Thus, when the beraucracy activities are not in
accordance with the will of people, the beraucracy must be
responsible to them.
