This research use descriptive qualitative method. The collecting data method use interviews, observation and documentation. Data analysis in this study use the theory of Matthew B. Milles and A. Michael Huberman by three steps (1) data reduction, focusing on the theme of the research, (2) the display of the data, exaplain based on observation, interviews, and documentation, and (3) a conclusion, to conclude the results of analiysis after data analysis complete. The data validity test in this study was done by four ways: credibility, transferability, dependability, and confirmability. Results in this study conclude that the role of the teacher as the library staff in the library as a learning resource empowerment is closely related to the learning process between teacher and pupil. Teacher at SLB / A Yaketunis act as mentors major for students considering students SLB/A Yaketunis is with visual impairment. Teachers as libraries have a role in the introduction of Libraries, Library Empowerment and Procurement Library Collection.
