        abstract = {Realizing Islam as mercy for all people and their surroundings
means that people must rebuild their civilization. The holy Koran
expresses the existence of the hictorical circulation of the
civilization (Ali Imran 3' i4o). People's civilization emerges and
decreases in a circular way. Based on the Yusufs story, some say
that the circulation of the civilazation lasted seven centuries. It
means that one civilazation from the first fase of its formation to
the golden one lasted during seven centuries. So did its decrease
take seven centuries until its break-down.
Readers will know from this article how the Islamic civilization *\_\_
increased and decreased. This article talks about the
interpretation of the letter "al-Anbiya" 2i: ioy. This discussion is
hoped to be able to be an alternative of theological foundation for
rebuilding the Islamic civilization.}
