RACHMAN ASSEGAF , - Y1 - 2003/07/01/ N2 - Since the begining, the Bill of National Education which regulated religious education, has made controversial issues, debates, and even demonstrations among the pro-contra elements of people. In 1988, when the second Bill of National Education (RUU SPN 1988), after the first policy in 1950, were in process of implementation, some Islamic organization and individual figures had criticized every points of the Bill. Interestingly, they olny highlighted on goals, curriculum, general Islamic schools, privat schools and the threats and sanctions for transgressors. We could say that those critiques circled merely on religious issues. Likewise, RUU Sisdiknas 2003. Along with the wave of democratization era, pluralism, human rights, nationalism and liberalism after the Reformation 1998, the pro-contra elements of people which accept or refuse the RUU Sisdiknas has emerged in every pages of daily news. This writing tries to describe how RUU SPN 1988 and RUU Sisdiknas drag and draw the interest groups to respond the issues.
