publicshouldnolongeruse theconventionalwaytoexpress their aspirations, but use
of informationtechnology. It required asystemwhichcanfacilitatethe delivery ofthe
aspirations ofthe peopleof thecommunity representativesin their
capacityasmembers ofthe boardandcan bemonitoredby the leadershipand
management ofpolitical parties.

The research methodusedis adevelopmentsystemwiththe waterfall method, a
method that beginswith thestudy ofliterature tothetestingsystem. Inthis
studyconstructedaCommunityAspirationInformationSystem(SIAP)
inDPCPPPYogyakarta. Thissystemfacilitatesthe delivery ofpublic
aspirationsdirectly tothe desiredboard members,
accordingtothecommissiondibidangiandcan bemonitored. The programming
language usedis PHPwithMySQLas database. Thisresearchis implementedonDPC
PPPcity of Yogyakarta.

The system isexpected to provide facilitiesfor the communityin deliveringthe
aspirations ofthemembers ofthe boarddesired. Becausethe system isweb-based, so
it canbe accessedanywhere and anytime. Hopefully withthissystemis able
tobringpeopleto thecouncilmembersso thatpeople's aspirationscan be
deliveredbybothpoliticalandcommunity participationwill bemore real.
