This study uses descriptive quantitative approach. Subject in this study are user in City Library of Yogyakarta while the object of the information is literacy skills. This study population is all the members of the library are categorized as Yogyakarta City high school students and college students, amounting to 11671, use the formula Yamane sampling and sample collection techniques using accidental sampling a total of 99 people. Analysis of data using formulas and Grand Mean Mean. The results showed that the overall information literacy in libraries pemustaka Yogyakarta based models Empowering 8 it can be concluded that the Grand Mean for information literacy that is equal to 2.85. Where there are 27 average value each statement has a value above the average there are 28 Grand Mean and median values of each statement has a value below the average Grand Mean with these results it can be seen that the library information literacy pemustaka in Yogyakarta tend to be less in accordance with the stages model of information literacy by empowering 8. In this study expected the City Library Yogyakarta longer need to maintain or develop programs of activities that lead to the development of information literacy for the culture and the pemustaka pemustaka need to improve their information literacy skills based on the stages that exist in the model Empowering 8.
