Methods of research used a qualitative approach to the design of semiotic analysis. This approach allows researchers to observe the research objectives and analyze the moral construction in the Public Service "Better than the above Hand in Hand at the below." Early research was conducted on Advertising, which is located on street Pleret Km.3 Potorono, Banguntapan, Bantul. Qualitative analysis was performed according to the method of semiotics Barthes, through the following stages: 1) Defining the object of research analysis, 2) Explain the meaning of denotation and connotation of writing text and supporting images. 3) Describe the cultural codes with regard to the text being studied. 4) Make a generalization of the text that has been studied. 5) Draw conclusions form the moral construction in the Public Service ad "Better than the Upper Hand in Hand at the Bottom" The results showed that 1) the signs in the ad implies Early Advertising through public service ads were trying to persuade the reader to construct the values of generosity. 2) Message propaganda conceived of public service ads is recommended to always share with our fellow human beings, and to ban begging and as a passive party who only rely on a helping hand to others. 3) Early advertising produces Public Service Announcements "Better hand over, rather than under the hand", one of which is a part of the CSR to share with others, and remind each other in goodness.
