Abstract

The phenomenon in Umbul Wadon happened when the inhabitant joined an action organization to hold an action collectively. The purpose was to change government policy people related to taking the benefit of Umbul Wadon’s spring for their purpose. According to Neil J Smelser’s theory, Umbul Wadon people movement emerged because of a strain in society. It happened in 1998. There was an exploitation in Umbul Wadon’s spring done by PDAM Sleman. This exploitation was done without communication with the inhabitant. In 2004, the social action happened once again because of fraud done by PDAM Sleman and PD Argajasa that took water more than the quota which has been agreed in AMDAL. Collective behavior of Umbul Wadon inhabitant emerged. It was because of gotong royong (cooperating to do something) and togetherness spirit which are still viscous to the structure of Javanese society. Umbul Wadon’s social action is encouraged by the desire to get equal right of water resource. With the same necessity and purpose, the inhabitant united in a group to do an action collectively. In 1998, the action was done by holding a demonstration in DPRD Sleman. In 2004, the action was done through media campaign. The mass mobilization was not done by a certain group, but the mass united their selves into a group and than they did an action collectively to achieve their purpose.
