Abstract

BLSM is a type of social protection costs by a system of cash transfers provided by the government as compensation for the rise in the price of fuel oil (BBM) to help ease the burden on the poor April 2013 So. This method is considered a powerful government to alleviate the needs of everyday people. However, in the implementation of this program, there are no specific guidelines or a reference that contains comprehensive explanations about BLSM program for all interested parties. Reference is available only as a partial guide data on the poor instructions, the District Social Welfare Workers Guide (TKSK) distribution instructions Card Social Protection (KPS) which tend to be limited in its range of internal circles BPS (Central Bureau of Statistics). Price increases in fuel (fuel oil) on 22 April 2013 is one of the basic elements of the causes of increasing poverty in Indonesia. High bounch of fuel oil not in line with society's expectations of buying and selling. Indeed the government set the price hike of fuel oil in order to reduce the burden on state subsidies. However, this increase also affects the level of buying and selling public. The rising prices due to higher transportation costs makes people tend to weaken the consumption needs. This is exactly what inspired the research was conducted to uncover the veil of the implementation of the Direct Aid Program Is While Society (BLSM) for poor households in villages Hargobinangun, Pakem District, Sleman District, Yogyakarta is in conformity with the intended target, and how do they influence and Effectiveness? Type of research is a field (Field Research), while the method used in this research is descriptive qualitative method. Subjects were allowed sources to obtain information or research data. The subjects in this study were divided into two clusters; first: Program Manager cluster consisting of 5 informants, and second: the Program Beneficiaries cluster consists of 30 informants. The purpose of this study is intended to provide guidelines for a policy that is more relevant to the coverage is more comprehensive and representative. The results of this study obtained a conclusion that the BLSM assist in practice is going according to the intended target, the program is also quite a positive effect to maintain the purchasing power of the poor to goods and services when the rise in fuel prices earlier in Hargobinangun 2013, however, when analyzed in terms of effectiveness, BLSM program clearly is far from effective especially efficient in meeting the needs of poor households due to rising fuel prices.
