Abstract

Zakiih by a lot of the Islamic figures is considered to be a solution to reach justice in society, specifically towards economic justice. Therefore, it is expected that with zakiih, prosperity will increase progressively and can lessen the poverty felt by society and able to erase or at least to narrow the economic differences which could cause social jealousy. But this condition can be brought to reality if zakah is given by tl-te financially able and given to those who have nothing, meaning that the zakiih is given to people who economically classify to the eight G.$nO/(mustahiq zakah). The importance of zakah rr.anagement which includes the distribution (mQ.$iirif} of zalcah to those who have the rights to accept is an absolute matter. But the problem is that we cannot tell who can rightfully accept zakiih according to the eight ~naf because there are many interpretations of the eight classifications contained in surah At-Taubah 60 about thos\! who can rightfully acc-ept zakiih. One of the eight specifications, since zalciih was issued, that went through many interpretations is fi sabilil/iih Through the comparation process used by T.M. Hasbi Ash Shidieqy to rietermine a law, a systematic way to specifY those who qualifY as.fl sabililliih is expected to be developed in Indonesian context. Because during the period of the prophet, fi sabililliih was interpreted as people who battled for Allah. As time changes, the interpretation of fi :oabililliih grows wider and does not only apply to those who battle for Allah. At the moment, specifically in Indonesia, there are no wars in the name of Allah. That is why there no longer is a share of zalciih for fi sabili/liih. Even if there is an army going to war or is protecting their country from enemies, a large percemage are paid by the government. Therefore it is clear that fi sabililliih can be interpreted as not only those whc battle in the name of Allah, but protecting and conserving religion and lift the tauhid sentence, which includes missionaries, applying Islamic law and refusing libels from Islamic enemy.
