Abstract

Cluster analysis is a method that used to group some objects (cases) into equal clusters. Cluster analysis is divided into two methods, that is hierarchical and non-hierarchical methods which are often referred to as K-Means method. Hierarchical method consists of a Single Linkage method, Complete Linkage, Average Linkage, Centroid method and Ward method. This research will compare the performance of Ward method and K-Means method in clustering the Regency/City in Central Java Province based on health personnel in 2015, such as medical personnel, nursing personnel, obstetricians, pharmaceutical personnel and other health workers. So researcher using the squared distance Euclidean as consideration in determining the closest distance and using the standard deviation ratio in determining the best method. This research is equally formed there cluters of both methods. Ward and KMeans method resulted in Regency/City clusters with high quality of health service quality, to low level of health service quality in cluster 1, cluster 2 and cluster 3. The Ward method produced a standard deviation ratio of 0.3019% greater than the standard deviation ratio of the K-Means method of 0.2974%, so the K-Means method is a better method for clustering the Regency / City in Java Province Central based on Health Personnel 2015 that will affect the level of health service quality in 2015.
