Abstract

The success of policy implementation can be seen from the suitability between the implementation of the policy formulation, goals, and targets that have been set. If the policy is not in accordance with the formulation, goals, and objectives, it can be said that the implementation of the policy is less successful, the success of policy implementation can also be seen from the positive impact of the policy for solving the problems faced. In improving the quality of schools, MI Muhammadiyah Serangrejo collaborated with the Regional Library and Regional Archives of the Kulon Progo Regency. This collaboration has been established since 2013 until now. This research was designed in the form of qualitative research, using the description method. This study took place at MI Muhammadiyah Serangrejo and the Regional Archives and Library Office of Kulon Progo Regency. The data collection method used is by using interviews and documentation. As for the analysis process using descriptive methods with the theory of education policy analysis. The results of the study show that (1) the collaboration between MI Muhammadiyah Serangrejo and the Regional Library and Archives Office of Kulon Progo Regency has been established since 2013 until now. This collaboration is motivated by the growing need for library facilities and facilities at the MI Muhammadiyah Serangrejo and the similarity of work programs between MI Muhammadiyah Serangrejo and the Regional Library and Archives Office of Kulon Progo Regency in an effort to increase reading interest in elementary school students. (2) The form of realization of cooperation between MI Muhammadiyah Serangrejo and the Regional Library and Archives Office of Kulon Progo Regency is mobile library services using cars. This service is a library ball pick-up service to bring the library closer to the community, especially in remote areas far from the Kulon Progo District Library Service. (3) Collaboration between the library of MI Muhammadiyah Serangrejo and the Regional Library and Archives Office of Kulon Progo Regency has succeeded and students' reading interest has grown.
